Campbell Cele f% f* f il A ay fl i WYUTYUEL OCT 21 1974 Re: Overpayment on Welfare As you may now realize, Mr. Levy of Human Resources, has billed us for the over-run on the Welfare Budget. This is an increase from 85ยข per capita to $1.10. The total cost to us on this budget is $29,390., but for the period up until March 3ist, it is $44,060. We must now make up our minds whether to accept this over~ payment or reject it. We all realize that if we reject it, it will be taken from our grant and will be paid, I presume, in any event. I personally am opposed to paying it on a mere matter of principle. Firstly, we are on a percentage basis and have absolutely no say in how this money is spent and it makes it impossible to make an honest budget. Secondly, I am still opposed to the idea of municipalities paying anything from the land tax on social assistance and this makes me, of course, against any increase. It must be peinted out that this 10% is now as great as the amount we used to pay because of course assessments have risen. I believe that it is the Minister's duty to put ir an honest budget and stick with it. It must be realized by all that Government is a tusiness, a big business, and must be conducted as a business. If we accept the overpayment, we are accepting the principle of uncontrolled budgeting and T am totally oppesed tu this. Therefore, I would suggest to the Council that we do not pay this over-run. . /ba *. attachments.
