July 28th, 1975 /9. Prior to passage of the above resolution discussion ensued as to the amount of public participation that had taken place and Mayor Campbell advised that he had heard that the Liquor Administration Board had received some 13 letters of Opposition to the proposed licence. Also under discussion was the matter of how much control would be retained by the City over future applications for licence if the approval were given on an overall basis as requested by the Liquor Administration Board, and the City Clerk advised that the Board had assured the City in writing that they would consider the views of Council before dealing with the licencing of an establishment and that the Council's opinion would be a deciding factor in considering the approval or refusal of an application. The City Clerk further advised that it was his information that Mr. Gill, General Manager of the PoCo Valley Golf and Country Club had a public meeting set for some time next week to discuss the application further. The City Clerk advised that a letter had been received this date Re D.of H. notice re new Red Bridge from the Deputy Minister of Highways, H.F. Sturrock advising that the Red Bridge, over the Coquitlam River, will be rebuilt at Provincial expense and that surveys will soon be underway with a hope that construction will commence in 1976. Alderman Mabbett advised that the final inspection on the Northside Ald. Mabbett re Recreation Complex was scheduled for next Wednesday and it was hoped take-over of n/s Recreation Complex that the City would be able to take over the facility at that time with the pool expected to be in operation by September. It was also noted that immediately following the take-over of che building by the City, a guard dog would be on the premises at night, seven nights a week, i.e. at any time City staff was not available on site, in an attempt to curb the vandalism that has been occurring in the area. With regard to the programming of the pool facilities, Alderman Traboulay expressed concern that the 'prime' day-time hours would be used solely by the schools and people who work shift or others desirous of using the pool during the daytime would not be permitted to do so. The Recreation Director pointed out that some meetings had been held with the School Board on the subject of programming and although most of the time was booked with the schools, an attempt would be made to provide some public time during the day. Alderman Mabbett noted that during his recent vacation, he had Ald. Mabbett re Kamloops amalga- spoken with members of the Administration of the City of Kamloops and some mation.
