Riecken Acting City Engineer SUBJECT: Installation of Guardrail at Approaches te Bailey Bridge (Public Works Committee Meeting July 3, 1990) RECOMMENDATION: That Council approve the installation of concrete guardrails on beth approaches to the Bailey bridge as recommended by the City Solicitor to absolve the City from future liabilities, and that $8,370 be allocated for this purpose from the Special Public Works Capital Reserve Fund. BACKGROUND AND COMMENTS: The attached correspondence from the City Solicitor relating to the Marilyn Boutcher Claim has been reviewed by the Public Works Committee. The Committee is in agreement with the Operations Manager's recommendations that concrete guardrails be installed at both approaches to the bridge. Because of the possibility that the Westwood Road construction project could proceed this year pending receipt of a revenue sharing grant which is uncertain at this time, the Committee recommends that the funding be allocated from the Public Works Special Capital Reserve Fund rather than the 1990 Public Works Capital Budget. In the event Council is not prepared to utilize this reserve for installation of the guardrails, the work would have to be deferred until next year. If this is done, Council should pass a policy resolution deciding not to expend funds upon the Bailey Bridge by extending guard rails to inciude the approach ramps, and not to expend funds to install a decking material which might provide greater traction than the existing wooden bridge deck as recommended by the Solicitor. ee op LIK fe G Lictein~ jx? - D.G.
