Prior to the question being called on the foregoing resolution.
Seconded by Councillor KReryluk.
That the report from the Planner, April 6, 1994 regarding Rezoning Application No, 3/94 and

Development Permit Application No. 4/94 for 2566, 2578, and 2856 Kingsway Avenue be
referred to the Planning and Development Committee for further consideration regarding

parking in the area.

Seconded by Councillor Talbot.

That Council promote the use of a "Delegation/Question Period" section of the Council
Procedure Bylaw - "Order of Business" to make the public aware of the opportunity to address
Council prior to Agenda Items being discussed.

That an In-Camera Agenda be provided and that the practice of providing In-Camera Minutes be
discontinued. :

That reports for "Information Only" be distributed to Council members for consideration and
that they may be introduced on the following Agenda under "New Business".

Councillor Gordon voted
against the resolution.

His Warship, Mayor L.M. Traboulay announced that Councillors Thompson and Gates would be
replaced with Councillors Stewart and Talbot as representatives of the Audit and Capital
