Fraser River Harbour Commission Referrals — Harken Towing Co. Ltd.

RECOMMENDATION:

That the Fraser River Harbour Commission be informed that the City has no
objections to the applications by Harken Towing Company Ltd. to replace
old and missing pilings and to add new pilings within their permit areas
(FREMP Projects No. 9304-060 and 9304-061).

3ACKGROUND =

The City recently received two referrals from the Fraser River Harbour
Commission pertaining to Harken Towing Co. Ltd., located at 1990 Argue
Street. These referrals enable the City to comment on whether or not the
proposals within FREMP's area of jurisdiction may conflict with the City's
existing or proposed use of lands above the nigh water line.

DISCUSSION:

Both applications pertain to an off-shore permit area located in the
middle of the Pitt River, south of the CPR Rail Bridge.

One of the referrals is a request to replace old and missing pilings in
the deep water portion of this permit area with steel pipe piles. The other
referral is to add new steel pipe piles in the permit area to keep log booms
from grounding and to comply with FREMP guidelines.

As the applications involve the improvement of areas located off-shore,

which do not conflict with uses supported by the Riverfront Area Control Plan,
the Planning Department has no objections to these applications.
