(b) That the Strategic Planning Committee recommend that the Board circulate the Bylaw to
member municipalities, with appropriate explanatory material, and ask them to approve it by
resolution.

(c) That the Strategic Planning Committee recommend that the Board hold an evening meeting
for the purpose of hearing delegations concerning the Bylaw.

Uj, Committee Comments

The Strategic Planning Committee discussed this report at length at its April and May meetings.
Committee members debated whether the major challenge was one of communications or whether
there was also substantive disagreement with the proposal among the member municipalities. In
the light of these continuing concerns, the Committee believed that prior circulation of the material
to municipalities for comment should precede the formal consideration of the proposed Extended
Service Establishment Bylaw by the Board and member councils.

Resional Administrative Advisory Commi

At its meeting on 5 May 1993, the Regional Administrative Advisory Committee approved a

motion to express its first preference for Option (e) (in Section 5 above) and its second preference
for Option (d).

Stratevic Planning Commi

(a) That Board circulate draft Bylaw 750, a Bylaw to Establish a Regional Strategic Planning
Extended Service for the Greater Vancouver Regional District to member municipalities, with

appropriate explanatory material, and request municipalities to provide comments and amendments
to the Strategic Planning Committee by 30 June 1993.

(b) That the Board hold an evening meeting for the purpose of hearing delegations concerning
the Bylaw subsequent to the receipt of the comments from municipal councils.
