Ou JUN ~ 9: TO: Mayor and Council June 6th, 1975 FROM: Finance Committee The Finance Committee met on Monday, May 26th and dealt with the following matters. i. Coquitlam and District Hospital Society Request for Financial Assistance Council will recall that last year we assisted the Coquitlam Hospital Society in financing a short-fall in their Annual Budget in the amount of approximately $3,000.00 to cover certain administrative costs. We have received a similar request for 1975, this year the short-fall amounts to approximately $5,000.00 and they have been advised that B.C. Hospital Insurance Service nor the G.V.R.D. will cover this excess cost. The Committee understands that the District of Coquitlam has agreed to pay one half of the $5,000. amount and that a request for assistance has also gone to the City of Port Moody, in addition, the Committee understands that the Hospital District has not approached the Electoral Area and it has been: indicated by the representative of the Electoral Area that they may be able to assist as well. The Committee recommends that the City of Port Coquitlam share with the District of Coquitlam in financing the $5,000. short-fall and if further contributions are received from the Electoral Area or Port Moody, that the sharing be reduced accordingly. 2. Grant-in-aid -~ Mr. and Mrs. C. Burtinshaw A resolution was passed at the Aprii 21st meeting of Council asking the Finance Committee to consider making a grant to the Burtinshaw's towards the expenses incurred in making representation to the levels of government on Firearm's Legislation. The Committee has considered this request, and it would appear that the Council is not empowered to make such grants -under the terms of Section 202 or 203 of the Municipal Act. The Committee feels therefore that consideration for such a grant would not be possible. 3. Request for Grant-~in-aid -- Boy Scouts of Canada Attached is a letter from the Boy Scouts of Canada requesting a contribution from the City towards sending two boys to the World Jamboree in Norway. The Council has made contributions of this sort in past years on the basis that it was of some promotional value to the City. In recent years, however, with the restrictive Grant Policy, we have not included in our Annual Budget the provision for Grants and the Committee feels that the approval of such a request would open up the whole question of grants to organizations. The Committee therefore recommends that the request for a grant from the Boy Scouts Association not be approved. . eesee 2.
