These, in Our opinion, have been delib- ate calculated attempts to ke the general public be- ve that they can survive a 7 Suclear war unscathed if they ake certain measures to pro- €ct themselves. We say there is no civil de- €nse which has any meaning N the face of thermonuclear War. And we believe THIS is he truth that people should be old. : Instead, while being prepar- d to admit that there is no protection when it comes to last, it is generally being tated that fallout shelters can ‘Provide adequate protection ‘trom radio active fall-out. We are told for instance, that Most fall-out will be dissipated 7 ‘n 48 hours. We are told that N-most instances if one were 0 stay in one’s fall-out shelter Or two weeks it would then € quite safe to emerge and to 7} bick up the threads where life 7 had been left off prior to the War. We believe that this is the Worst kind of deception. In his connection we would like © quote a press release from Colorado State University dat- €d September 11, 1961. Dr. John N. Wolfe, head of the Atomic Energy Commission’s Environmental Science Branch tates: “When man’s environment The civil _ Recently the Communist Party in North Vancouver District presented a brief to ‘council giving reasons why present civil! defense plans are a farce. We here present “@ summary of that brief. has been made incompatible with his existence he has had to emigrate or perish. Thus if man has no place to go, fall-out) shelters would offer only tem- porary respite from death.” Again we would like to; quote from the - Province of;- October 3, 1961, a Washington press release: “In response to inquiries the Atomic Energy. Commission es- timated that the intense heat generated by~-explosion of a 100 megaton bomb in the. air would ignite fires over many miles radius. Such bombs could start firestorms that would sweep over thousands of square miles.’ These are only a few state- ments from authoritative sour- ces on the real character of atomic war. Many more could be quoted because many scCi- entists and people in a position to know have tried to warn the people of the results of such a war, and of the futility of seeking to protect ourselves through such efforts as_base- ment fall-out shelters. r } a HAT then can be done? Permit us to quote the Quaker organization, the Friends Committee on Nation- al Legislation. They state: “We believe the Civil De- fense tests especially tend to create an atmosphere of tension and preoccupation with war, which makes possible ever in- creasing military demands and} controls. By encouraging the acceptance of the inevitability of war and a false sense of a curity this program tends to i ————— hoax “— must have Music, music, music... “ weaken our nation’s determin- ation to explore peaceful solu- tions to the utmost. “Equally important, Civil Defense siphons off the efforts of many concerned and dedi- cated persons and millions, and potentially billions of dollars of resources, which could better be devoted to constructive con- tributions to peace, such as working to achieve disarma- ment, to relax international tensions, to show friendliness toward those who suspect us, and to improve the welfare of those in need through interna- tional co-operation.” : The Communist Party says that the deception that is being| propagated about civil defense is harmful not only in that it! creates the illusion that people can easily ‘survive a nuclear war but also that this idea leads to an acceptance of the idea of war as the solution to problems. No longer do writers on civil there is war.” Now they say, “when ‘war comes,” as though it were some inevitable thing about which nothing can be done. We say that the building of this war psychosis is harm- ful in that the most beastial and selfish side of people is appealed to and encouraged. In some parts of the United States, from whom our author- ities are taking their lead in the matter of Civil Defense, sanction is being given to the idea of defending your shelter from your neighbors with a machine gun. The Vancouver Sun recently carried the news release from New York that the Rev. L. C. McHugh, asso- ciate editor of the Jesuit maga- zine “Roman Catholic Week- ly,’ had stated in an editorial that man is entitled to defend his shelter by shooting inva- ders. Secure 8 verbal promise from these eople that they will not buy a fallout shelter until you can 8et by to see them. “They will agree to do this for you when you tell them | they can earn many times the purchase price of their own fallout shelter by calling ten of their friends and inviting them to be at’ their home on a specific day or evening at a specific time... “Ten thousand dollars cash and more (bonuses) is what this simple procedure can net you now. A mean piece of business you say? Why stop with ten calls? Forty-six mil- lion homeowners will be pro- tected by fallout shelters! .. . distributors can double, triple and quadruple $10,000 dollars. This is pure cream!” (Sponsor- ing bonuses). e FTER the ‘pure cream” of the easy . market comes the “whipped cream” (to quote the advert again) of fund raising. “As well as enrolling your friends to sell fallout shelters, you also enroll organizatioins —churches, clubs, Freemasons and ex-service organizations are suggested—to sell fallout shelters in aid of their funds, or to raise money for chil- dren’s homes, camps, hospi- tals.” (No irony is apparently intended). From this you get your sponsoring bonuses” which will “put Dame Fortune in your pocket NOW!’—making you a financial and presumably so- cial success. You get the message, as the advert asks? Wait a minute; that’s only how you do it. Why you do it is even more appeal- ing—or ‘appalling—depending on your viewpoint. The ‘favourable civilian sur- vival ratio”—i.e., the percent- age of people who survive a nuclear war — has got to be weighed on the side of the Uni- ted States “where it rightfully belongs.” These people not only re-|. gard a nuclear war as inevit- able (“Fallout shelters are here to stay and but very definitely . . now are, and will be into the forseeable future, a focal point in the American Way of life’), sp HEY also see the cold war continuing after the nucle- ar war and America has got to come out of the nuclear war with more people to continue the cold war. — In this case, says the advert, the government is behind them. “You never had a deal PRE- SOLD like this one! Your Gov- ernment, starting with the commander-in-chief, our Presi- dent, is going directly to every citizen of this country with every media and means of eommunication at his disposal and he has them all, to tell, tell ‘Get rich quick on fallout shelters’ | and tell (sell, and _ sell, and sell) of the absolute vital need now to prepare for any even- tuality which is the absolute vital need of fallout protection by adequate shelter!” “This very. moment your joint venture with Uncle Sam’s multi-billion-dollar fallout shel- ter program! YOU ACT!” If you are now convinced that this is the greatest selling opportunity of all time, you fill in a cut-out coupon at the bot- tom of the advert. This says: ‘Dear Mr. Varase: ‘“A—OK! I’m in- orbit, the view here is beautiful! Business all over the place just like you said! What speed! I’m reaching for my minimum goal of 1,000 and success. “Enclosed find 20 dollars for my sales kit’—Gieger counter and suicide pills? — “and my membership enrolment fee in the National Association of Fallout Shelter Dealers, Man- ufacturers and Installers, whose ethics I faithfully prom- ice to uphold.” Consider for a moment the profits being made by firms like this out of the cold war, and their vested interest in maintaining and heightening brinkmanship and tension. Then go out and fight even harder for international dis- armament and peace, which will put-an end to their un- speakably vile antics. : November 3, 1961—PACIFIC TRIBUNE—Page 7 idea” is the planned extension of nuclear warning drills into the public schools. The School Board, according to the press, has adopted a policy of send- ing children home by an agreed plan with parents in the event of a nuclear warn- ing. This procedure undoubt- edly involves practise drills and mock attacks and objec- tively can only have one effect —to upset the children, in- crease tensions and_ install. “militarist” ideas at a very early age. The Communisi Party holds the view that there is only one defense against thermo-nuclear war. That is to prevent it from ever taking place. The world stands on the threshold of a golden age in which mankind through the scientific progress that has _| been made, can eliminate from the earth forever, disease, hun- ger, ignorance, greed and all the evils that have plagued the world. At this moment in the development of society, it is unthinkable that we should permit mass inhiliation of the world’s population by the misuse of science’s discoveries. We call on our government to press for general, complete and total disarmament (with complete inspection), and thus end the danger of nuclear an- nihilation. We say there must be settlement of the Berlin question by immediate negotia- tions. We call for Canada to assume a neutral position in the cold war. Canada from a position of neutrality can be a powerful force for world peace. We believe, as do many thousands, that peace is our only defense in the nuclear age.
