GENERAL RECOMMENDATIONS ° That the City of Port Coquitlam approves the concept plan and costs as outlined in the attached report for the proposed Capital Improvements of the downtown area as established under the Downtovn Revitalization Program. That the City of Port Coquitlam requests design advance loan from the program funds to enable the Municipality to undertake detailed working drawings to scale of the short term improvements as proposed in this report. That City staff are to initiate discussions with Downtown businessmen on a cost-sharing formula and funding program for the capital works proposed in the attached study. That council endorse a policy statement that Development within the community which will dilute or negate the principles of the Downtown revitalization concept will not be supported. That the City actively pursue dual function/role of Downtown as proposed in this concept document and encourage institutional and office uses to locate in the Downtown. That the City encourage private initiative for "infill" and "redevelopment projects" and to ensure that these initiatives are directed to specific sites as proposed in this revitalization concept. SPECIFIC RECOMMENDATIONS The concept plan outlines specific recommendations on "short term" ‘and "long range" basis. The key features of the concept plan are: 1. Relocation of Uses 2. Strengthening Existing Uses 3. Introducing New Uses 4, Introducing New Activities 5. Provide Visual and Physical Linkages 6. Urban Design Principles 7. Streetscape Program &. "Short Term" Program . 9. Reorganization and Consolidation to Facilitate Viable Development 10. "Long-range" Revitalization Framework.
