THE CORPORATION OF THE CITY OF PORT COQUITLAM Public Works Committee DATE: January 25, Igor Zahynacz, P. Eng., City Engineer SUBJECT: CROSSHALK IMPROVEMENTS - PRAIRIE AND TORONTO — MRS. Ko RECOMMENDATIONS = 1) That the existing school zone for Birchland Elementary School along Prairie Avenue be extended from Stafford Street to Toronto Street. 2) That crossing guards be considered for the pedestrian crosswalk at Toronto and Prairie. BACKGROUND: 1) Letter from Mrs. Kingman to Mayor Traboulay dated October 14, 1990. 2) Letter from Mrs. Kingman to Alderman Gates dated October 25, 1990. 3) Plan of existing crosswalks and school zone signs along Prairte near the Birchland School. 4) Pictures of the existing crosswalks at Prairie and Regina and at Prairie and Toronto. COMMENTS : See eemaateel The Public Works/Traffic Committee turned down Mrs. Kingman's request for improvement to the existing crosswalk at Prairie and Toronto last Fall. Mrs. Kingman would like her request re-considered. The crosswalk at Toronto and Prairie meets the City's present standards with regards to marking and signing. However, 4S shown on the attached plan the school zone sign for vehicles travelling east on Prairie Avenue is placed directly adjacent to Stafford Street. Therefore, cars travelling east on Prairie at Toronto Street could legally be travelling at 50 km/hr. It is therefore recommended that the school zone sign be for traffic travelling east on Prairie Avenue be moved from Stafford and Prairie to the west side of Toronto and Prairie. This would reduce the speed from 50 km/hr to 30 km/hr from 8:00am to 5:00pm on school days at the Toronto and Prairie crosswalk. T.Re Zahynacz, P. Eng « City Engineer IRZ:ck Attachments
