Passage of this By-law is required under the terms of the Federal-Provincial Employment Loan Programme and in a discussion with the Department of Municipal Affairs, we were advised that as all documentation must be in Ottawa by January 3lst, 1972, there is not sufficient time remaining to place the By-law before the Ratepayers ' for’ their approval and as is the usual practice with loans being undertaken under Federal-Proviricial Loan Programmes, the Inspector of Municipalities is nevertheless prepared to approve the By-law under the Special Enabling legislation passed last year that obyiates the necessity for ratepayer approval. Howeves, we were cautioned by the Department that the Inspector of | Municipalities usually only grants approval if the By-law receives third reading by a unanimous vote of.all members of the Council preeent at the meeting and that if opposition is evident, he will prohably not grant approval. /ba attachment.
