2 4 i Zz wa i ia i t i ! | 3. continued (ii) relate the dyking and drainage cost share borne by the Municipalities (and local dyking districts) under the Fraser River Flood Control Program to eligibility for the Provincial Major Disaster Fund so that those areas which have undertaken the proposed dyking works are given a preater percentage of any disaster aid for flood losses than in those areas which have not carried out proposed works. (iii) takes account of the fact that Provincial Government purchases of extensive lands in the floodplain have raised development expectations and prices for floodplain lands. (iv) providing appropriate guidelines for such designated urban areas as Queensborough and Bridgeview which are now Sparcely devel-— oped and which do not provide a full range of urban services and amenities and where it might be better public policy in the long run to reduce rather than increase the amount of settlement. 4. That the Official Regional Plan amend- ment procedures be changed so that approval of three-quarters of all of the Directors having among them at least three-quarters of all votes be required for adopting any amendment involving floodplain iands. 5. That until legislation in respect to (3.) and (4.) is promulgated or until April 30th, 1973, the Regional Board not entertain any applications for Plan amendments which increase the density or intensity of use of land in the designated floodplain areas. 6. That the Board direct its officials to prepare a brief in support of the above request for augmented legislation and programs, and that this brief include a request that the four Regional Districts and other bodies having jurisdiction in the floodplain (such as dyking commissions) be brought together by the Provincial Govern= ment for discussion of the problems prior to preparing legislation and action programs. (ii) That this be expanded to include municipalities that have applied for assistance under the Fraser River Flood Control Program but have not yet received the benefits. (iii) Recommended that this be struck from the recommendations as it is no longer applicable in view of current government policies. (iv) Endorsed, 4, Endorsed. 5. Endorsed with the exception that the date be changed to April 30, 1974. There may not be time to introduce legislation at this sitting of the Legislature and the extension of time would permit legislation to proceed one year hence. 6. Endorsed. 22/3
