The request for the fence on City property should be allowed with the
following conditions:

1) that a type of agreament (highway encroachment} be written to
address the reaponsibility for maintenance, liability ete.

2) if the City requires entry onto the property that the owner he
be responsible for the removal and replacement of the fence

3) that the owner be responsible for the maintenance of the area
between the gidewalk and the fence
