RECOMMENDED ACTION:

Once the Engineering report is received, and if the recommendation is to
modify the designation of Apel Drive, the transportation plan of the Official
Community Plan will be modified through a Council initiated amendment.

DISCUSSION:

The current Official Community Plan has been superceded by development and
changes in community priorities in several areas. The proposed Official
Community Plan was started to correct this situation. After going through
extensive technical, public and political review the new Plan has been
generally well received.

The eight suggestions that are the subject of this report can be dealt
with after the adoption of the new plan or need not be dealt with for some
time yet.

Because it adds a level of certainty and direction to the further
development of the City, it is our recommendation to proceed with adoption of
the Official Community Plan at this time. The suggestions received at the
final Public Hearing on the Plan, which require a further Public Hearing or
technical input to be implemented, should be dealt with separately after
formal adoption of the Pian.

This way, the City will have in place up ‘uted policies to guide
development over the next ten years; the abi:ity to introduce amendments as
may be required from time to time will always be there.
