FILE No: EPC Deputy City Engineer SUBJECT: AN INVITATION TO JOIN THE CITIES FOR CLIMATE PROTECTION CAMPAIGN (Environmental Protection Committee of September 07, 1994) RECOMMENDATION: 1, That Council refer the invitation to join 'The Cities for Climate Protection Campaign’ to the Greater Vancouver Regional District as part of their regional Air Quality Management Plan. That Council request the Greater Vancouver Regional District to join 'The Cities for Climate Protection Campaign’ on behalf of all the municipalities within the District, The Federation of Canadian Municipalities (FCM) is encouraging members of the FCM to adopt the Canadian Declaration on Climate Change and demonstrate support for the initiative in the Declaration. The objectives in the Declaration include: to develop an action plan to reduce local emissions of green house gases with special emphasis on CO2 emissions; reduce energy use and emissions associated with municipally- controlled buildings and vehicles; undertake initiatives to change public attitudes and bebaviour; and join strategic procurement initiatives to promote more cost effective CO2 reduction technologies and to facilitate the commercial availability of advanced technologies. | The Greater Vancouver Regional District (G.V.R.D.) has drafted a regiona! Air Quality Management Plan (AQMP) in February 1994, The AQMP includes regulations and enforcement bylaws on gasoline and combustion engine; household and automotive products; homes; where we live and work; corporations; agriculture; and health. Therefore, the AQMP, essentially, meets all the objectives in the Canadian Declaration on Climate Change. The City, as a member of the G.V.R.D. municipalities, is included in the AQMP's reguiations and enforcement bylaws; therefore, it is unnecessary for the City to adopt the Declaration separately, However, it is logical for the G.V.R.D, to join the 'The Cities for Climate Protection Campaign’ on behalf of all the municipalities within the District.
