CORPORATION OF THE CITY OF PORT COOUITLAN PARKS a RECREATION DEPARTHENT meeting of the parks S Recreation Committee was held in the Council Chambers on Tuesdays January 27th, 1987 at 4:45 p.m. In attendance were Alderman Georc e Laking and Alderman Nike Gates. A Also in attendance were K. Janna Taylor, parks s Recreation Director; Ken HcCargar, Cyril Barnabe and Rick Hall, Kinsmen Club (Item No. 4 only.) CONFIRHATION OF NIiu'UTES That the minute " of the meeting of the Parks & Recreation Committee held on November 19th'986 » be taken as read and adopted. Item No. 1 Aggie Park Field Janna went over the rationale as to why we should not do the upgrading to th's field this year. Basically, due to the fact that the sports groups hac Cedar and McLean upgraded last year, plus disturbances to their schedule, it was felt that snould be left until 1988. In 1988 itAggie would have to be closed for the ball season and the fall soccer season. Recommendation: That the upgrading of Aggie Field not be done in 1987 but left until 1988. CARRIED Item No. 2 Hockey Schools hockey schools will be offered in the this year, HcHeekan and North Western. North Western is a new school to the area and we have received many requests to bring in another school. The ice will be going in at the sae,e time as last year. Two PoCo arenas Recommendation: That the report be received Item No. 3 Heaters Arena The attached report was reviewed by Committee. Once again money in the amount of $ 12,000 has been put in the provisional budget for the purchase of heaters in the seating area of the arenas. Ninor Hockey has offered to contribute $ 5,000 to the purchase and installation of the heaters. We have had an estimate of $ 8,400 to purchase heaters and an additional $ 2,000 for hook-up and installation. The heaters would be located over the two inside sets of bleachers in both arenas. As Council is aware, this particular budget item has been included for the past several years. Most lower mainland arenas have inst lied heaters in their seating areas," which does make it more comfortable for viewing the games. Committee feels that with the financial contribution from Ninor Hockey and the City's contribution, this project is most worthwhile. With the installation of the heaters it will certainly enhance the use of the facility. — Recommendation That the heaters be installed immediately at a cost not to exceed $ 12,000. CARRIED Item No. 4 Waterpark Cyril Barnabe were in attendance for tne proposed Kinsmen waterpark for 1988. It was generally agreed that either Sun Valley Park or Robert Hope Park would be suitable for the waterpark. Ken NcCargar, Rick Hall and pictures of other parks within the Lower Nainland that had waterparks installed. The Kinsmen indicated that they would go back and further study the issue and come back to us with another Bram showed various report. JAN 27 1987 Recommendation: That Sun Valley Park or Robert Hope Park be the site for the Kinsmen waterpark for 1988 and that, at the appropriate time, a report be taken to Council. CARRIED Item No. 5 Marian Kroeker Park Janna Taylor suggested that there would be a need to hire a landscape architect to do a design for this park. Committee felt that this was premature at this time; however, there is a need to have a wooden sign made (as in the other parks) and also a fence needs to be installed between the park and the private property. Recommendation: That a landscape architect not be hired at this time. That Janna Taylor discuss with Mr. Kirk the installation of a fence. C'RRIED Item No. 6 School Field Maintenance The attached at. tention of letter was brcught to the the Committee. Recommendation: That the report be received. CARRIED Item No. 7 Wellington Park Please see attached report. Recommendation: That Debbie Johnson be invited to the next Committee meeting. CARRIED /4. JAR 27 1987 * i Item No. 8 Citadel Heights Entrance Sign The entrance sign to the subdivision was presented to Committee. Recommendation: That the Parks & Recreation Department be responsible for the maintenance of the entrance structure and the area around the entrance sign to Citadel Heights Background N Comments The Committee has reviewed entrance structure which is proposed the for Citadel Heights. There were a few changes that have been requestedi i.e. that the pillars be slanted sc that people innot of them and that the cee " xtendsitouton totopthe grass area by ten inches x ease of mowing and also that the cement on the pillars be a contrast to the cement on the ground. The recommendation is in keeping with previous entranr es to various residential developments throughout the city. City Administrator City of Port Coquitlam 2272 McA11ister Avenue Port Coquitlam, B.C. 2AB VBC Dear Mr. Kil'k: I am somewhat concerned about a recent article appearing in the November 19th edition of the 'Tri -City News 'egarding the condition of the playfield at Viscount Alexander Elementary School. years ago a joint ag cement was entered into with the City of Port Coquitl am, whereby the City would take care of grass playfield areas at Viscount as well as other sites, on the basis that we would pay the City the average cost per acre that the Board sets uut in its annual maintenance budget. It is my understanding that this arrangement has worked satisfactorily for both parties and I have never received a complaint as to the funding levels, which may have been somewhat restricted in the last few years due to the restraint or ogram that we have been faced wi th . Many We are certainly happy with tne arrangement, as we believe the majority of our fields receive very high and intensive use by the general public during the spring, summer, and fall seasons. Because of this, we feel there is joint responsibility for the care of the fields. In fact, the whole matter of joint maintenance and development playfields warrants a meeting between ourselves, as to discuss ar eas where potential,ioint development can be undertaken for the benefit of the public at of admi ni strator s, large. We should upgrade the field at Hazel Trembath and possibly even consider a playfield at the elementary school site in the development.
