BACKGROUND: At the Council Meeting of January 10, 1994 Council deferred First Two Readings of Zoning Amendment Bylaw # 2866 for further information. DISCUSSION: The attached September 30, 1993 report from the Director of Planning contains the background information that was requested by Council. The twenty on-site parking spaces provided fully comply with the City's standards for restaurant and residential parking requirements. Access to the site will be from Westwood Street as it is Council policy to prohibit commercial access from Woodland Drive. Parking is currently prohibited along Westwood Street. Therefore, excessive parking on the street is not expected as it is not permitted. Mixed use commercial and residential developments are permitted within C-2 (Neighbourhood Commercial) Zoning. There are recent examples of this type of development in the 3200 Block of Westwood Street and in the 2200 Block of Elgin Avenue.
