Free Rilners’ Certificates

Any person over the age of eightech.
and any Joint Stock Company is entitled
to enter upon all waste lands of the Crown
and upon any other lands whereon the
minerals other than coal are reserved to
the Crown and its licensees (with specific
- reservations), for the purpose of prospect-
ing for minerals, locating claims, pnd min-
ing. The fee to an individual for a Free
Miners' Certificate is $5.00 for one year.
To a Joint Stack Company having a capita)
of $100,000.00 or less the fee for a year
Is $50.00: if capitalized beyond’ ‘this ‘the
fee, is $100.00. The Free Miners’ Certifi-
entes run from: date of issue and: expire
on the 31st of May next after {ts date
or some subsequent 31st of May. ‘Certi-
ficates may be obtained for- any part of
a year terminating on 31st of May for
a proportionately less fee. . (Free Minera

DANGER OF COMPLACENCY

Only a few turned out to the annual‘
meeting of the Kitsumgallum Farmers’
Institute. Years ago almost everyone
in the district put in an appearance at
the meeting for the election of officers
Those were the years when there was!
bitter rivalries and antagonisms at the
meeting. Nowdays the members seem
to feel that the business is in good

ing solid progress. Many, rather than.

While this reflects a spirit of satis-
faction it is not always the best thing
to do.. It leaves an organization in a
dangerous position, especially if some
time a few persons with ulterior mo-
tives got together and swamped the
meeting. and took control, rather for
themselves than for the general good.
It has not yet been} tried, fortunately.
But theer is always a possibility. It
ig the course of wisdom for members
to exert themselves ‘a little and so that
