THE CORPORATION OF THE CITY GF PGRY COQUITLAM ITEM IV - continued A flashing light is valuable as a safety device only if it informs drivers about something of which they would other- wise not be aware. In this case the crosswalk is already highly visible, both on the ground and with an illuminated overhead sign. ‘To be effective, any additional traffic control device would have to indicate to the drivurs that there was a pedestrian about to cross. Rather than a continuously flashing Light or a better overhead sign, what would be needed would be a pedestrian actuated flasher signal. However, because of the nature of the crosswalk use by bus transferring passengers, it was felt that a pedestrian push button would be mainly ignored. The Committee therefore recommended that no additional flashers or Signals’ be installed at this crosswalk. ITEM V Re: Cedar Drive Dyke Problems As instructed by Council, we have continued our discus~ sions with the Provincial Water Investigations Branch who are responsible for the dyking progr.e™ and with the. residents of Cedar Drive in order to affect a solution to their problems. At a meeting with the residents held October 4th it appears that all residents will be satisfied by the provision of satis- factory access and an improvement to the appearance of the dyke embankment. The Provincial program has agreed to look after all the structural work including concrete steps at all properties, the replacement of all driveways with the original materials, and the raising of the carport at 4012 Cedar Drive to reduce the grade. In addition to these works, the residents would like to see some landscaping done to improve the appearance of the slope. This would require the relocation of some shrubs, some filling against the dyke to reduce the slope, and then either seeding or spreading bark mulch and junipers to finish the slope. Much of this work would have to take place on private property. This is the type of work for which the dyking program cannot accept responsibility and therefore it would be up to the City to complete. The City could take the approach that this is an integral part of the dyking pro~ gram and therefore it might be acceptable to do the work on _ private property.
