(1) For that part of a regional district not within a city, district, town or village, the regional district has all the powers of a district municipality under Part 16. except sections 656 and 657. Subject to the Waste Management Act, abylaw estab! ishing a specified area requires either the assent of electors under section 674 (4), or a sufficient petition under sections 658 and 659. (2) A regional district muy undertake any work or service fora member munici-' pality, other than an electoral area, on mutually agreed terms, if the work or service is within the powers of the municipality and the entire cost of the work or service is borne by the municipality, , . (3) Section 269 (h) applies toa regional district, but the aggregate of al! grants made ‘in any year shall not exceed the product of 1/10 mill of the assessed valucs referred to in section 791 (1); and the annual cost shall be apportioned among all member municé- Palities on the basis Provided under that subsection. (4) The regional board may provide that grants made under subsection (3) be _ Charged only to member municipalities benefiting from the organization to. which the grant is made; but the aggregate of all grants under this section for which a member municipality may be charged may net exceed the limit in subsection (3). (5) Section 286 applies to that part of a regional district not within a city, district, town or village, but a bylaw under that section shall not be adopted unless and until it has been submitted to the electors in all the electoral areas at large within the regional district and a majority of the electors who vote on the bylaw are in favour of its passage.
