Except for the last two ftems all of the above are elther in the ten year Capital Program for 1987 or have been pre- approved by Council. The last two Items are necessary and are being submitted for the 1987 Capital Budget. One of the problems In providing estimates for the budget has been that the design for the projects Is never complete prior to the estimate belng done. We therefore have no basis for providing accurate estimates. Although we have been attempting to get designs done In advance, as we have become more efficient In the last few years, we have also had a tremendous increase In the number of development proposals to be processed in this department. We have therefore never been able to get on top of the design program. In an attempt to solve this problem and to also assist us with the very heavy design workload for 1987, the Committee Is recommending that we do most of the design program In 1987 by consultants. This would then leave us free to start the design for the 1988 program which would allow us to provide Council! with proper estimates when budget time rolls around next year. We would propose that three of the projects tn the fist, the comoletion of Mary Hill Road, the Reeve Street watermain, and the Harbour Avenue sewer, be completed by our own design staff as part of the work has already been donee The remainder could then be packaged and offered to consultants elther as a package or on a individual basis. The call for proposals would be written in such a way that each consu!'tant has the cholce. The method of calling for proposals as recommended by the Consultant Engineers of 8.C. Is to pre-select a short list of four or five consultants that you know have the qualifications and then to ask these on the short lis? for proposals. The use of a short IIst Increases the chances of getting quality proposals because the consultants know that they have a fair chance of getting the job. !n a general proposal call the consultants are competing with so many others that they feel It ts not worth while to prepare proposals. The short list as selected by the Committee consists of the following: Triffo Engineering, AESL, Willls Conllffe Tait, Dayton & Knight, Aplin & Martin. Counc!it needs to be aware that If this recommendation Is adopted, there will be some engineering costs associated with each of these projects which otherwise would not be a part of the budget.
