~ Pulpwood hearing delay [— doesn’t bother applicants TERRACE— A large number of local residents received telephone calls last month from a Vancouver polling firm, Brenda Farrell Ltd., asking’ their opinions on the controversial Pulpwood Agreement 17 that several forest companies in the region applied for early in the year. A senior official with Skeena Cellulose confirmed recently that his company commissioned the ' poll. The survey was done through Tandom telephone dialling and asked respondents what they thought of the deal, which offers 623,000 cubic meters of pulp quality timber per year in the Prince Rupert Forest Region for a period of 25 years, The offering is above and beyond the established Annual Allowable Cut for the region and is intended to stimulate development and employment in the pulp industry. Janet James, manager for Brenda Farrell, declined to reveal the purpose of the survey or the § company’s client, citing confident- iality. Shortly after she was cont- acied, however, Reg Lightfoot from the Vancouver office of Skeena Cellulose called the Ter- Tace Review and said Skeena § Cellulose was the client. According: to association presi- dent Rick Owens, the program | would be optional for their memb- ers; about 20 to 25 members have asked to be included in the pro- gram while the balance have said they belong to other emergency groups who already have a vacci- nation program in place. Owens notes that the cost per member would be about $132 for three Shots, a total maximum cost of $3,300. Information provided to city council by Owens indicates that there are five times the number of reported cases of Hepatitas "B" in B.C, today than there were only three years ago. In Canada, the number of known chronic carriers of Hepatitas "B" is about 200,000 and in the U.S. about 200 health care workers dic every year by contracting the disease through their regular duties, Worldwide, the disease takes about two million lives annually. City council’s Finance, Personnel and Administration Committee is reviewing the association’s request and will make a recommendation to council. If council agrees to the Tequest, funding would come from the established Fire Department budget. According to committee chairman Danny Sheridan that budget doesn’t include much more than basic salaries and it could mean a review of priorites. Lightfoot said the company, which applied for the entire volume of PA17, is trying "to get a feel of all the communities... to get an idea of what concerns they have" about the agreement. When asked if Skeena Cellulose would use the survey results — if they are positive — as additional Support to press their application for PA17 with the Ministry of Forests, Lighfoot replied that he wasn’t sure what the company will -do with it. The survey has been completed, he said, but the results haven’t been tabulated. Skeena Cellulose, Orenda Forest Products, Eurocan/West Fraser and Northwood Pulp and Timber all have applications entered for PA17. The offering was supposed to have been the subject of a pub- lic hearing in Smithers May 9, but . the Ministry of Forests cancelled it and said the hearing would be scheduled for some time later in ae the year. A date has not yet been set. so In announcing the hearing delay, Forests Minister Claude Richmond said it would allow the applicants time fo respond to questions from the ministry about their proposals. Lightfoot, however, said Skeena Cellulose has not received any inquiries about their proposal, which involves a $700 million expansion of the company’s Prince Rupert pulp mill. Frank Foster of Orenda Forest _Products-said the delay makes little difference to their plans for a $300 million chemi-pressure ground- wood pulp mill, to be built near Stewart. Foster added that it will give Orenda time to respond to some technical concerns about the mill expressed by the ministry.
