THE CORPORATION OF THE CITY ‘OF PORT COQUITLAM C ¢ lJ N C : ot MEMORANDUM OCT 10 1978 TO: Mayor and Council October 4th, 1978 FROM: Planning and Zoning Committee Res East Bank Road Council will recall the idea of providing a new road along the Coquitlam River bank to improve traffic circulation in downtown. This has been the subject of discussion by Council for a number of years. A tentative conceptual plan for this new road has recently been formulated and a copy of the plan is attached. Based on available survey data and on-site inspection, it appears that, for the section between Marpole and McAllister, the road allowance can be accommodated on City-owned properties without having to encroach into private land. This plan has been reviewed by the Planning and Zoning Committee and the Committee recommends that: 1. Council adopt the plan as a guide for the development of the East Bank Road. 2. Construction of the section between Marpole and McAllister be made a top priority in the Public Works Program. With reference to the report of the Public Works Committee to Council on September 25th, 1978, concerning Elgin Street and the intersection of Elgin and Shaughnessy, the Planning and Zoning Committee concurs in principle with the report. The Committee, however, wishes to add the following recommendations: ‘ 1. That no improvements or changes be made to Elgin Street and the Elgin/Shaughnessy intersection until the East Bank Road is in place. a 2. That in the future, consideration be given to either closing the section of Elgin west of Shaughnessy or changing it to a one-way westbound route and the choice is to be determined by the nature of future developments on the Urban Renewal Lands and larids behind the Golden Ears Hotel. aa L.
