i APR 23 i979 Mayor and Council DATE: April 20, 1979 L.D. Pollock, City Administrator 1. Justice Building Lease and R.C.M.P. Office Accommodation The Attorney General's Department of the Province of B.C. lease a portion of our Justice Building for their court facilities. We are just coming to the end of a three year lease and as the Province has not yet made arrangements for alternative premises they have asked for an extension of the lease for a further three years. Our problem is that with the growing space requirements of the R.C.M.P. detachment provision will have to be made for temporary quarters for the R.C.M.P. Inspector Galbraith's comments are attached in the form of a letter te the Municipal Manager cf Coquitlam. The Municipal Council in Coquitlam have considered this question and have approved by resolution the following: (1) That the Municipal Manager be authorized to proceed with negotiations with the British Columbia Building Corporation for a further three year lease commencing April 1, 1979 and that the concurrence from the City of Port Coquitlam be obtained in that regard; and That the District previde a $23,000. allocation within its contingency fund for the purpose of financing the acquisition of temporary office facilities for the local R.C.M.P. Detachment; and (3) That the Municipal Manager initiate discussions with the City of Port Coquitlam aimed at meeting the office space accommodation requirements of the R.C.M.P., as set forth in Inspector Galbraith'’s 1979 March 20th letter. The Municipal Manager has now approached me with regard to Council agreement on the first two items above. The $23,000. includes utilities, heat and light, etc. and the purchase of a mobile unit to meet the R.C.M.P. requirements. Our share would be approximately $7,500. The decision to either Lease or buy a mobile unit would still have to be made however, the $23,000. allocation would cover either situation. For information the amount received annually from the lease to the Province is approximately $50,000 based on the 1978 rate charged. The District have asked for a concurrence and if Council agrees our share of $7,500. could be incorporated in the 1979 budget prior to its passage. 2. Local Improvement Construction 1979 ; I circulated a report to Council recently commenting on the use of Jocal improvement inancing for street construction. In that report I had suggested that one change that might be considered is the removal of the existing 100 foot maximum charge for any one property.
