7 ich THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM Project No. 900-195 DATE: November 2, 1994 LR. Zahynacz, P.Eng. City Engineer LE. Yip, P.Eng. Deputy City Engineer Russ Mammel, EIT Supervisor of Design & Technical Services HARBOUR PUMP STATION RECONSTRUCTION. CONSULTANT PROPOSALS PRETENCE ACSC AEE NET RECOMMENDATION: That Dayton & Knight Ltd. be appointed as Consulting Engineers for the design, tendering and construction supervision for the Harbour Pump Station Project, at a cost of $104,800.00 Background The Harbour Street Pump Station was identified in the 1992 "Southeast Industrial Area . Drainage Study" as being under capacity to provide adequate drainage for this catchment. This report showed that along with some ditch improvements, an increased pumping capacity of one cubic metre per second is needed for a total of 3.12 cms. The design and contract preparation for this project is to be completed in 1995, with the construction taking place in the summer of 1996. The City invited proposals from three Consulting firms to perform the design, tendering, contract administration and inspection of the pump station. Proposals were received from Dayton & Knight Ltd, and Associated Engineering, with UMA declining to bid. The two bids received were comparatively equal in most areas of the evaluation, with both companies assigning experienced, capable staff to the project. Dayton & Knight however appears to be more committed to analyzing alternate designs that are more cost effective. An attached chart shows the cost breakdown of the two submissions. Funding The Consultant fees for this project can be taken entirely from the Area ] Drainage DCC account. Future construction work in 1996 will be funded 33% by Drainage DCC's. WwW
