LOCOMOTIVE 3716 Further to our telephone conversation with respect to the above steam locomotive No. 3716, now stored at C.P.R, in Vancouver, B.¢., it is my understanding that the City of Port Coauitlam owns the locomotive and that the project into which it was to be incorporated ‘never materialized so that the locomotive is now rusting away and is becoming badly deteriorated due to neglect and vandalism in open storage on C.P. Shop tracks, In a letter from the Honourable Dave Parrett, Premier of British Columbia, I have been instructed to bring about an arrangement wnereby the 3716 can be owned by the Crown in the right of the Province of British Columbia, in which case the responsibility for storage, maintenance, restoration and all other responsibilities would then rest with the Provincial Government. I am not in a position to quote the Premier as to his Pinal plans for this locomotive; however, it is my understanding the locomotive will be restored and either used as a museum display or operated on excursions where the public will have a chance to see a steam locomotive in action. The suggested procedure for the transfer of ownership would be & letter from the Provincial Secretary to you enclosing the sum of ; one doller, and in turn an acknowledgement to the Provincial Secretary from the City of Port Coquitlam stating by virtue of the transaction the ownership is thereoy transferred.
