V3C 2A8 Dear Mayor Traboulay: Re: Liquid Waste Management Plan - Secon As you know, the District is proceeding with implementation of secondary treatment at the Annacis and Lulu Island Plants by 1997 and 1995, respectively. The preliminary design is row complete, and the Board will be asked to make decisions over the next few months on proceeding with detail design and construction. Specifically, in June, the Board will be asked to commit to the Base secoridary treatment project at an estimated cost of $430 million; in September, the Board will be asked to raake a commitment on Elective elements which could cost up to $140 million. The Sewerage and Drainage Committee and District staff are concerned that GVS&DD Directors and Municipal Aldermen have sufficient information to support making these upcoming decisions. As a result, on April Ist, we held a Workshop on the secondary treatment projects for Board Directors, Municipal Aldermen, and Senior Municipal Staff. On April 24th, we will be making a pres:ntation to the Regional Engineers’ Advisory Committee to discuss more specific technical issues. This letter is to propose that District staff make a presentation to your Council to further describe the secondary treatment projects. We suggest that this presentation take one of two forms, namely: (a) A short presentation to the regular Council meeting; in this case we ask that we have about 15 minutes for the presentation with a reasonable amount of time for questions to follow. Also, because of the logistics of addressing up to 18 municipalities in a short period of time, we would ask that a firm designated time slot be allocated so that we can schedule more than one Council meeting in an evening.
