FROM: THE ENVIRONMENTAL SUB-COMMITTEE Item I Re; Rezoning’ Application R#18-72, South Pacifie RS-2 to RS-1, Comments: The Committee oriefly discussed the application and agreed that the zoning change as recommended by the Planning and Zoning Committee was acceptable in principle. Several members of the Committee were of the opinion that the presentation in total was being accepted without further input. It was pointed out that access to the study area, engineering, and new possible preplanning: are being looked at but staff is reluctant to deal in depth with any zoning application until there is an indication of approval of the use. It was agreed that this Committee should comment on the final proposed package prior to any final zoning hearings. Recommendation: The Committee agrees with the Planning and Zoning recommendation of approval to public hearing subject to the Environmental Sub-Committee input prior to final readings. Item Il Re: Proposed Creek and Water Way Protection Guidelines. Comments: The attached criteria was discussed in detail and as recom~ mended in Item I of the report it was agreed a restrictive covenant on a storm easement will acheive the desired result. It was pointed out that this restriction can only be used at the time of sub~ division. It was further recommended a letter be sent to all property owners whose property abut a waterway, outlining the provisions of the waterways by-law as weli Courcilis intentions to protect the banks and natural folage to preserve tne spawning arens. Recommendation: The Committee recommends the guidelines as specifically outlined in Item I of the report be adopted and further that an appropriate letter be sent to all property owners abutting water- ways outlining ou by-laws and requesting co-operation in preservation of natural folage along their portion of the creek. Item Iii Re: Newspaper Depot Sites. Comments: The Coquitlam Share Society has requested help in locating one or several sites for newspaper depots. Mr. Unrau explained that they presently accept newspaper along with other contributiéns at their present outlets. They have located a purchaser for their paper and presently store at 1300 Hammond Street, Coquitlam. Mr. Unrau suggested the use of a corner or area around the shopping center iccation or a depot near Pitt River Road and McLean Avenue. The Committee agreed with the summer program and suggested if Council is in favour of the proposal, the Engineering Department could aupply details and sites at a subsequent meeting. Recommendation: The Committee recommenda to Council approval of the summer program and that further details on sites be peraud by the Engineering Department,
