MEMBERSHIP POLICY CHANGE FOR NON-RESIDENTS OR NON-RATEPAYERS ~ The Supreme Court of B.C. ruled on 1979 March 14 that a Municipality could not enact. legislation discriminating against some members of the public based on residence. Consequently, the District of Coquitlam Council no longer requires non-residents of the Municipality to pay a higher fee for pubric recreation services. The 8.C. Supreme Court stated that Section 62T 0 the Municipal Act does not expressly grant the Municipality the power to discriminate against non-residents by way of higher fees for use of the Municipality's public recreation facilities.
