2) Instead of trying to change the System, immediate atten- tion should be ¢iven to correcting the existing ineguities while remaining within the present framework, Conclusion We are becoming very much axare that there are inequities in the present system. If we are to accept the basic prem~ ises that in order to maintain esthetic and health conditions, garbage is a collective responsibility, that everyone bene- fits from: proper handling, control and disposal of waste products, then it is incumbent that everyone pay for the benefits and service. The present inequities where some 60 industries and commer— cial premises out of some 240 receive a service that is subsidized to the present extent; further, where a portion of the residential section is paying for garbage collection by taxation and at the same time are compelled and are providing their own sevice, cannot be permitted to continue. These inequities must be corrected under the present system, It cannot be corrected by throwing out the present, and hoping that the principle of "fee for service" to part of the community is g0ing to correct all the inequities and problems and not create new ones. In essence, we are Saying that every taxpayer should pay for a minimum standard which includes a limited pickup Service. The cost of garbage and waste materials produced in excess of limited pickup service muzt be borne by the producer,
