SUBJECT: Kingsway Reconstruction Project

RECOMMENDATION:

That this report be received for information.

BACKGROUND ANDO COMMENTS:

This. report is the result of Alderman Mabbett's
request in Council for further intormation on the reason for
the delays during the construction of the Kingsway Project. My
previous report, a copy of which is attached, outlined in
general terms what | felt were the main reasons for the length
of time it took to comptete the project. | have reviewed in
detail the work schedules, manhours spent, drys of raintali,
etc. for this project and can add very littie to what Il have
already expressed. The project commenced with the Installation
of storm.sewer on. June 6th. Excavation of the old road did not
start..untii, June 13th and sub-base construction took piace
concurrently with excavation starting about June |5th. The
road. work to the. top of the sub-base was substantially complete
by July 7th... We then had six consecutive days of heavy rainfall
during which very little ‘work was done other than some rolling
and grading at the intersection. During this time we could not
get. Benkleman. Beam testing done. The Benkleman Beam testing
was done.on, July [8th and the results Sere not available until

July 21st. In the meantime we carried on with the construction

of the section from Wilson to Tyner which had been added by
Council. as.an extension to the project. Once the Benkleman
Beam results were back we were able to repair those sections of
the sub-base which were weak and then were able to start on.
laying the base for the curbing. The curbing contractor could
not ..start until. July 28th and did not complete until August
2nd. .After allowing: severat more days for the concrete in the
curbs to cure, we were able to then backfill! behind the curb
and tay the base course between the curbs. Compaction of this
base course was comp!teted by August 10th and paving took place

on August I/th..
