FROM: DeGe Riecken Acting City Engineer SUBJECT: Implementation of Curbside Recycling Program RECOMMENDATION : 1) That Council approve the attached implementation schedule for a curbside multi material collection of recyclables from single family residences in the City. 2) That SHARE be hired to carry on with the collection and marketing of newspaper only from residences presently served at their quoted rate of $8512.50 per month. 3) That Staff be authorized to proceed with the hiring of a Recycling Coordinator with an anticipated starting date of September, 1990. 4) That staff be authorized to submit an application to the Ministry of Environment for a recycling grant. 5) That Council approve the sources of funds as proposed in the attached memorandum from the City Treasurer. BACKGROUND AND COMMENTS: At the Regular Council Meeting of May 28, 1990, Council directed staff to prepare a report on implementation of a curbside muiti material collection service for recyclables to be operated and administered by City personnel. The attached schedule outlines the steps which must be taken to implement the recycling program and presents a proposed sequence and estimated time frame for these. The biggest uncertainty in this schedule is the delivery time for the collection vehicles. Staff has attempted to present a realistic estimate based on the City's past experience for similar vehicles and on the City of Vancouver's recent experience with their compartmentized collection trucks.
