Eng., City Engineer Request for Crosswalks at Shaughnessy/Prairie Intersection (Public Works Committee Meeting March 17, 1989) RECOMMENDATIONS : l. 3. 4. That crosswalks be established at the following locations accordance with the City Engineer's proposal: a. on Prairie Avenue at the east side of Shaughnessy Street. b. on Prairie Avenue at the west side of Shaughnessy Street. C. on Shaughnessy Street at the northside of Prairie Avenue. That an additional Warning sign be erected at the southeast corner of Shaughnessy and Prairie to advise right turning motorists to stop for pedestrians. That the estimated cost of $1,000 for the associated works be funded from the 1989 Unallocated Public Works Capital Budget. That the City Clerk take the necessary steps to amend the Traffic Regulations Bylaw if Recommendation 1 above is approved by Council. BACKGROUND AND COMMENTS: The attached letter from a local resident, Mr. Scavington, prompted the Engineering Department to assess the existing field conditions at the intersection of Shaughnessy and Prairie. Our findings are as follows: l. Although this is a fully signalized intersection with pedestrian crossing signal heads in Place for the west, north, and east legs of the intersection, no crosswalk markings exist. This omission is in variance with the current "Guidelines for Pedestrian Crossings" prepared by the Ministry of Transportation and Highways. The presence of the raised median at the southeast corner permitting northbound traffic to turn right onto Prairie regardless of the Signalization creates a Sltuation which makes it hazardous for pedestrians wishing to cross Prairie Avenue at the east side of Shaughnessy. This problem is compounded by the poor sight distances at the southeast corner and the excessive speed of motorists. ~~ 32
