The impulsion to war is in- herent in imperialism. The imperialists have endangered world peace repeatedly dur- ing recent years... ‘Their attempts to provoke war have been frustrated so far. But, it would be a very sérious mistake to assume that beeause they have been frustrated so many _ times ‘they will not try again. They will continue ‘to seek the possibility of solving their problems by ‘war, betause ‘that is in the nature of im- ‘perialism ... Those who place their main. emphasis on the fact that world nuclear war would certainly mark the end of imperialism tend to divert at- tention away from the crucial role of the struggle for peace and thereby, mae orety, weaken: ‘it. Those who argue that the imperialists are bound to | plunge the world into war, no ‘matter what. we ‘do. and, ‘therefore, the best policy is to deal them “blow for blow”, tend to ‘weaken the Straggle for peaceful coexistence, and ‘undermine the struggle: for complete general pienvige dis- armament. To underestimate the very important ¢ distinction between the subjective forces of the great national liberation struggles and the world-wide peace movement is to fail to see reality and, objectively, to weaken both. The issues that should be at the centre of the election campaign are the vital inter- ests of Canada and the needs of her people. The Diefenbaker govern- ment, aided and abetted by the Liberal Party leadership, is trying frantically to divert public -attention. away from the real issues. Because the’ crisis of nation- al policy cannot be ignored, they ‘are trying to create the impression that it-is caused by Britain’s »application. for admission to ‘the European Common Market .. . The Tories have tried to cultivate the idea that the central issue in the forthcom- ing election will be that of Prime Minister Diefenbaker’s championship of Common- wealth interests against threatened betrayal of the Commonwealth by the gov- ernment of the United King- dom. That propaganda is an at- tempt to distract attention way from the real cause of the deepening crisis in Cana- or.
