Taxation question hangs Le over foster home operators Federal income tax amend- ments introduced last year are confusing to foster parents, says B.C. Sacial Services and Hous- ing Minister Claude Richmond, and he has contacted National Health and Welfare Minister Perrin Beatty for clarification. Amendments were made to the Income Tax Act in Septem- 1988, requiring _ persons who operate residential re- ‘sources for children to pay in- come tax on their net earnings — retroactive to 1982. Prior to this, net income was not taxable. . _“This amendment is creating a lot of corifusion and concern among foster parents and con- tracted resource operators,”’ Cal honor roll and. - scholarship update Grade 10 and 11. ~The Honour .Roll is con- - structed - in three. categories “calculated for full-time students: and using the marks from all the courses the student. is taking when report cards are issued. We do not know which resources will be affected, and if affected, whether taxes will have to be paid retroactive to 1982.” According to Richmond, the issue has. been unresolved for | some time and clarification by Revenue Canada would put fos- minds at ease. “These people face an uncertain tax situation,’’ says Richmond, who is currently trying to.recruit - ‘more foster parents in the prov- ince. ‘‘As soon.as we know who ‘is affected and what the ramifi- cations are, we can ‘get back to recruiting and, training foster parents who provide an invalu- - able service in this province.”’ ‘The ministry’s regional man-- ‘ager in: Terrace,. Bill Anderson, ; explains that they received a ‘directive from Victoria in 1980 — which stated that Revenue Can- ada had made a ruling that a ‘certain: portion of the money paid to foster parents and con- tract homes is not taxable. But since that time, he says, the situation has become . a. bit _““muddied’’: He says, “It de- pends. on who you talk’to at Revenue Canada. Each has a different interpretation of the legislation.” Anderson adds tha nary” foster parents are in the clear but those receiving special rates or operating contract or group homes may be affected. Is the extra money they receive. income? ‘“We argue not,”’ says Anderson. ‘They are paid to do a service under the Canada As- sistance Program and a fee for service is non-taxable.”” In an effort to alleviate con- cern among caregivers, Rich- mond says, the ministry is work- irig with the B.C, Federation of Foster Parents and has provided funding to purchase a compre- hensive professional tax opinion which will assist indivdiual care- givers in determinirig whther. they are affected by the legila- tion. : St. Matthew’ s “Anglican Episcopal Church Sunday Services: | 10:00 a.m. Priest in Charge: Sunday School classes are held during tha 9 a.m. service.
