The first issue, gaining Ministry of Highways approval is to be resolving by imposing a Development Cost Charge Bylaw on the properties contained in this rezoning bylaw for upgrading the service road to a commercia! standard. This levy is to be - collected when an owner or developer applies to rezone or build a commercial development. When sufficient monies are collected and the property at the east end of the road is ready for redevelopment the road improvements willbe made. The second issue, of restricting building on the north side of the Bypass is to be controlled by the Zoning Bytaw regulation that permits onty single dwelling on a parce! of land. The Zoning Bylaw will prevent construction of additional dwellings on lots that already have a house. The Subdivision Bytaw will require that services be installed when the lots are subdivided. 4. 'f City Council decides to direct the Clerkis Office to prepare a rezoning bylaw for these Properties it will be necessary to also prepare a Development Cost Charge Bylaw for the south side of Mary Hill Bypass at the same time.
