The privacy issue raised by the immediate owner igs an understandable one and one that frequently is encountered as the cities develop. Even when the City opens the river road end for public use care will taken to ensure that users of the new park are clearly informed of what portions of the land are public and what portions are off limite to the general public, because they are private property.
