To - Mayor & Council . September 8th, 1972 from.- City Administrator-cont'd. . Page - 2 ~ encounter is that in the majority of cases the person that abandons a vehicle is Not the owner. For example, the person buys the vehicle and fails to have the registration changed and therefore the guilty party can still not be traced. The solution to the problem would appear to be to try and locate some auto wrecker or similar type of operation that would accept all types of vehicles. At the present time storage is not costing the City any money and we generally recover the towing costs when the abandoned vehicles are sold at public auction, ‘or if the owner is located and recovers the vehicle full costs are recovered, If such an arrangement can be made it would relieve the City of the obligation of _ protecting the vehicles and would provide an automatic disposal for the abandoned vehicles. One other item that we have not been carrying out is that a charge ‘should be laid if ever we manage to locate the person responsible for abandoning @ vehicle. This might not’ occur very often, but it may help to discourage the abandonment of vehicles. I believe that the Public Works Committee has been reviewing the possi-. bility of locating a storage yard such as outlined above and perhaps they can pur- sue this item. Water Leak - Wocdside Estates The condominium development at 3046 Coast Meridian Road experienced a rather bad waterline break on their own property during 1971 and the break caused excessively high water meter Yeadings for a period from September, 1971 until the Jeak was finally corrected in March of '72. Part of the long delay in correcting the problem was due to the fact that we only bill on a quarterly basis and as the development was not fully occupied and tenants were still moving in, it did not become obvious that there was something wrong until two quarters had been billed. eeeeecont'd, - Page - 3 - AOE HE AUER fered LG leas et eg AL UM Bette
