Al2- The Terrace Standard, Wednesday, January 23, 2002 Cuts, changes to hit most government sectors here HERE’S A ministry-by-ministry and service-by-service breakdown of cuts and changes as they apply to Terrace and is based on available information as of tate last week, Transportation First the new government cut the word ‘highways’ from the ministry when it took office last year and now it’s doing the same when it comes to the number of the ministry’s employees. __ As many as 40 people from the ministry’s various of- fices in Terrace are due to be cut. There are also 20 va- cancies which have been declared redundant. An open question is the future of the Usk ferry - mini- siry documents indicate there could be a move to priva- tize all inland ferry services. Also expect portions of highways and perhaps even bridges to be sold off to private companies with drivers paying talls to use them. Ministry documents also indicate “rest areas will be commercialized” but what that means wasn’t defined. The correctional centre The Terrace Regional Correctional Centre is to be closed as of the end of October, resulting in the loss of 13 jobs. It holds male and female offenders who have commit- ted lesser serious criminal offences and ones that dida’ t involve violence. But there aren’t enough low-risk prisoners to justify keeping the facility open, said solicitor-general Rich Coleman last week, “With the move to programs such as electronic mon- itoring, we’re having fewer incarcerations at that level. An open facility isn’t the place for high-risk offenders who commit violent crime,” he said. Some of tie staff will be able to move to other facili- ties elsewhere, Coleman added. The correctional centre was built in the mid-1990s and replaced a converted motel located beside the Cop- perside store and gas station on Hwy16 near the inter- section with Munroe. That building has since been de- molished. The construction of the new facility was but one of a series of projects which marked the economic expansion of Terrace in the mid-1990s. Coleman said the facility is owned by B.C. Buildings Corporation, a provincial crown corporation, and that be- cause it is relatively new, he expects another use will be found far it. Coleman is also responsible for probation services and says there won’t be any job loss in the Terrace of- fice. He is closing the Kitimat probation office, which has one person. That position is being transferred to Terrace and people from the office here will travel to Kitimat as needed. The forest service The Kalum forest district office was spared — at least for now. There are to be no job cuts over the next 15 months, said forest ministry official Mike Hogan last week. “There may be some realignment of services but the complement of staff will remain relatively stable,” said Hogan. The district office employs 60 people, But some people are expected to take early retire- ment and take advantage of voluntary buyouts, he added. These are the only job cuts scheduled for the three- year period of cuts and changes announced for this mini- stry last week. Children and families Significant numbers of jobs will be cut in the various children and family development ministry offices here, But just how many of those will be lost forever isn't yet known. That’s because various responsibilities of the ministry will be carved off when new regional authorities are cre- ated. ~ Up to 2,800 of the nearly 5,000 full time positions will be going to those new authorities, children and fa- mily devefopment minister Gordon Hogg said last week. Of the 1,113 jobs to be cut, 300 were vacant and have been declared redundant. — Hogg hopes early retirements — 150 people have al- ready signed up — will! mean no full time people will be let go over the three years the job cuts are to take hold. Environment and parks At least one and as many as three people will be los- ing their jobs from environment-related offices here. When the NDP was in power, it felt the wrath of northwesterners when it wanted to take firewood out of provincial park campsites. The new government may keep firewood but expect to pay a lot more to use the parks. That’s because the government will stop “charging less than market rates for park services,” according to documents. And there could be fewer park campsites to use, judging from those documents.
