Are those laws enforced? If not, why not?

Federally, there are regulations against importing pornography. Since most
of the available material is imported, why weren't these laws enforced?

Provincially, we regualte the showing of pornographic films at the dis~

tribution level, not in the theatres. Why isn't home video distribution

regulated in this manner?

Municipally, we have a book full of zoning by-laws segulating which businesses
may operate within city limits and where they may be Located,

We cannot conclude this letter without a word on censorship, since that word gets
thrown around whenever people say they don't like this filn or that book. We would

suggest that a censor is someone who imposes his/her views without reguard to community
atandards. If the commmity says "We don't want this business here", they are simply

exercising their freedom of choice.
