I am told by my superintendent that «e have many places that could use fill from municipal construction projects and that seme of the fill is required to improve -some City-owned property. It is therefore not necessary to keep this dump open for ovr own use although the land might be handy as a storage area for bulky construction materials. . The method of handling garden refuse could probably best be resolved by allowing garden refuse to be put out with the rest of the garbaye on a regular pickup. Our by-law does not prevent garden refuse from being put out as Ieng as it is properly bagged or bundled, ther municipalities don't provide free dumping priviledges for residents and I wonder how much necessity there is for this kind of dumping in any case, especially if we provide expanded pickup service. RECOMMENDATION « ; I recommend that the Welcher Dump be phased cut and that private dumping of garden refuse be not allowed after November Ist, 1978 and that By-law Mo. 1202 be repealec€. As there is nothing in cur Refuse Materials Collection and Removal Regulation By~law No. 1426 which prohibits the disposal of garden refuse in the nermal garbage collection system, it is simply necessary to amend this by-law to allow the use of more than ,three receptacles or plastic bags per Property. We would at the same time suggest changing the above by-law to allow cleanup Materials to be disposed of with the regular garbage ‘so that we can do away with cleanup week. F.E. ‘Peters, P.
