Schedule II reflects the lowest and highest
registration fees charged by varieus miner hockey
associations. PCMHA fees are in line with other
associations or are at lea&t competitive. Only
New Westminster has significantly lower fees and
this attributable solely to ice rental rate
differentials.

Schedule ITI shows rates charged by various
municipalities to their lecal minor hockey
associations for prime and non prime rentals. For.
prime time rates, Port Coquitlam is near the highest
rate but with a few exceptions the rate charged to
PCMHA is competitive to most other areas.

However, for non prime rates, Port Coquitlam generally
appears to charge more than other areas. Non prime
rates are in effect. from 6:00 p.m. te 8:00 a.m,

We submit that the City should charge a mere
competitive rate to PCMHA for non prime time to
allow PCMHA to become fiscally more stable. Where
the differential between nen prime and prime times
is insignificant, most municipalities charge lower
overall ice rental rates than Port Cequitlam. Put
another way: Port Coquitlam has one of the highest
non prime time rates. This puts a burden on PCMHA
which it no longer can afford. You will note fron
Schedule I, that PCMHA tegistration fees just about
equal ice time costs. Referees, equipment, clinics

and other basic necessities must be met by fund

vtaising activities. This is an undesirable budgeting

position.
& RECOMMENDATION:

We recommend that PCMHA and Ringette for non prime
time ice time be charged lewer rates. We suggest

a rate of $18.50 weuld be appropriate and would
roughly equate total ice rental charges to that

of other municipalities on an overall basis. The
cost to the City of doing this would be $5.00 x 750
tatalling $3,750. .

This amount while not overly significant to the City
will allow PCMHA to meet its objectives as earlier
stated. The amount is significant to PCMHA. It will
also reduce PCMHA*s projected deficit.

For Junior Hockey we suggest, that a reduced rate be
available to them, perhaps a reduction to the present
PCMHA and Ringette prime time rate of $24.75.
