SUBJECT: Handley Crescent Sewage Pump Station Project
(Public Works Committee Meeting, September 4, 1990)

Recommendation:

That Council authorize the Engineering Department to complete the
preliminary design and cost estimate for constructing a gravity
sewer from the Handley Crescent Pump Station to the Fremont Pump
Station, complete with a standby auxilliary generator at the
Fremont Station.

That the City notify the suppliers and contractors who bid on the
Handley Crescent Pump Station that the City of Port Cocuitlam will
be redesigning the project and that the project will be retendered
at a later date.

Background & Comments:

The Committee considered the attached memorandum from the City Engineer
outlining the status of the Handley Crescent Sewage Pump Station Project.
Committee noted that the cost for this project has escalated from the original
estimate of $150,000.00 to the final tendered price of $401,246.00. The main
reasons for these higher costs are attributed to the corroded condition of the
existing Pump Station Chamber, the addition of a large emergency storage tank,
plus the excessive dewatering and shoring costs which results from the
difficult site conditions.

Committee felt that it would be better to redesign this project based on a
gravity sewer system rather than on a new pump station and forcemain systen.
The new option would involve the construction of a 12 inch diameter gravity
sewer from an existing manhole at the Handley Crescent Pump Station to the
existing Fremont Pump Station, complete with an auxilliary diesel generator.
Although the final cost of a gravity system may be the same as a sewage
pumping system, Committee noted the following advantages:
1. The operating costs of a single pump station with an auxilliary
generator would be substantially less than the operating costs for
two pumping stations.
