Requese py 5B.A.C.M. for the Reserve of Certain OUR FILE: 8~2936 Crown Lands. 017-100 Dear Sir: The writer is in receipt of correspondence reléing to the above matter and note has been made that you are to co-ordinate comments from the various departments. From purely an engineering pdnt. of view, it would appear to the writer that such a'reservation is premature as not even elementary considerations have been given as to how the area wouid be serviced and the ramifications upon the Municipality. It is my feeling that irrespective of all assurances which may be given by the applicant, the lack of knowledge oO the engineering considerations may well place the Municipality in an awkward position when B.A.C.M. elect to proceed with development. All too often, we are confronted by developers who feel that the Municipality should share, or bear the full costs of certain facilities for a great variety of reasons which developers are very capable of mustering. In some cases, they have some merit but the financial inability of the Municipality to participate, provokes lengthy, troublesome, and. tiresome debates in the process of explaining to the developer why they must bear the full cost. It would seem to the writer that the property should remain as Crown Land until the time is reached when it is appropriate for its development.-. At that time, the Municipality would be advised to acquire the lands so as to have complete control over its development. The writer is certainly not in favor from an engineering point of view or otherwise, of having Crown Lands reserved by private developers for their future exclusive use.
