May 26th, 1975 /3. Prior to passage of the resolution, Alderman Thompson stated he had been advised by a manufacturer of modular homes that it would not be difficult to design a home that could be added to, and that he hoped, if the recommendation is endorsed by Council, possibly suggesting to developers that this type of home be considered for housing prejects. Alderman Ranger stated he thought the "cluster" and smaller type of homes would be of great help financially to young people starting out. 4. Present City Building and Subdivision Regulations: (a) The Committee recommends that Lanu Use Contracts ccntinue to be used to give the City adequate flexibility in development projects; further, chat a number of resource people interviewed indicated that one of the major items in increasing housing costs is delays encountered in processing development plans and therefore the Committee recommends that Council consider establishing a limit of four months for the processing of any development proposal — such limitation would make it incumbent upon the various Committees and Council to process a plan and give the developer an answer within a stipulated period of time. Moved by Alderman Mabbett: Seconded by Alderman Thompson: That Recommendation No. 4(a) set forth on Page 13 of the Report of the Housing Committee, City of Port Coquitlam, April, 1975, be adopted. Prior to passage of the foregoing resolution, Alderman Laking pointed out that a good deal of what the Committee recommends is presently regulated by By-law, and that he felt that Land Use Contracts should not be used to too great an extent. Alderman Thompson commented that perhaps Land Use Contracts do get overused sometimes, but the idea of the four months’ time limit is that if exceeded, a status report could be submitted to Council on a particular application. Alderman Ranger stated he agreed with the concept of Land Use Contracts as they give flexibility in siting and thus permit better use of the land; aiso, under a Land Use Contract, developers are required to put in off-site services. (b) The Committee feels that there is recom for additional duplex construction or conversion of existing housing units into duplexes and this might be accomplished by introducing a special zone in the Subdivision By-law covering duplex units.
