CORPORATIOII OF THE CITY OF PORT COQUITLAH PARKS & RECREATION COHIIITTEE of the Parks & Recreation Committee was held in the Committee Room at City Hall on llednesday, October 18, 1989 at 3:30 A meeting p.m. In attendance were Alderman John Keryluk and Alderman George Laking. Also in attendance was K. Janus Taylor, Parks & Recreation Director and Paul van den Camp for Item Rl. Item No. 1 George Pearkes Lacrosse Box van d n Camp met with tl.e committee in regard to the letter vhich he sent August 15, 1989. He indicated that when there iiere organized lacrosse practises or games that there was not a problem. The problem comes when the young people practise on their own and the constant noise of the ball banging on the boards vas most disturbing. Another. problem is with the young people hanging around at night by and in the lacrosse box drinking etc . iver. 4 l'1*,'.I ",4,',,;:& Both Council illembers indicated that at this time the lacrosse box would not be moved. However, a couple of suggestions vere put forth; one being tiiut the minor lacrosse association request that wli n their players are using the box for practises tl".nt are not scheduled that the players practise on the north end of the bcn:. The other suggestion was that police surveillance be done on a regular basis; and that Hir. van den Camp report any cars that seemed to be on Ulster Street on a continual basis which ' . appeeared to be causing a problem. The tender call has gone out and the cost has come in at 434 I000. Therefore we need an additional $ 9,000; the cost has increased due to the fact that the job is small ard constructions costs have gone up significantly in the past few months. Recommendation: That we proceed to open council to request an additional 49J000 from park D.C.C. interest. Item No. 3 Carried Buckeroos — Advertising in the Arena :'iIe attached report from the Recreation Manager was discussed by the committee. Recommendation: That the recommendations as outlined in the report be adopted and that these be forwarded to Committee of Counc'll. Carried Item No. 4 ~N de Creek Estates — Parkland The Parks and Recreation Director discussed the parkland in the attached map. She indicated that would be more feasible to do a swap of the "park I etiam 'I it land" with an equal portion of land in the nature reserve. This would leave a large tract of evergreers undisturbed and that it become part of the nature reserve. It also will mean that the new proposed park would be more accessible and not as 3 isolated. I live at the above address the last property next to the Laczoss court. On behalf o+ the owners of the Ulster Park and the owners from across the street, where now some 50 units face this court, we would like your council and or the Parks and Recreation department to consider to move this court fram our area. As I understand, this court has been in existence for some 20 years, before there was any development in the area, but it is an experience to see and hear what goes on here day and night. The paintings which disfigure the boards, the condoms in the players enclosure the screams and shouts up to 2 a.m. the beer cans and the cantinuous bouncing of the balls against the boards drive us out af otir minds and are a disgrace to this area and your city. The courts are used for practice only three times a week for one hour at which some 8 — 12 boys attend, but this does not stop others to come at any hour of the day and night to release their frustration on the boards. In two months, 5 balls have landed in my garden and against and I have seen two cars hit in Ulster Street during practice time, it will not be long before a serious accident happens. There is a lot of open area available East of the Hyde Creek Community Centre were the noise level would not di turb anybody and the graphics and relics will be hidden from the families and their children. Wheeler, Recreation Manager SUBJECT& Request to llang Advertising and Sell Lottery Tickets & RECOMMENDATION: ~ I II 1: '" '„..'i';,':-"';: ', '~h II It is recommended that the Port Coquitlam Buckeroos be given permission to hang temporary advertising signs and sell lottery tickets in the PoCo Recreation Centre, providing the following conditions are met; * Approval of the aforementioned request be granted on a trial basis only fo - the 1989-90 season; and that * Temporary signs be hung no more than 1/2 hour before game time; and that The content of advertising signs be approved in advance by a representative of the PoCo Parks & Rec Department; and that Lottery tickets be sold during the Buckeroos rental time only; and that * Lottery tickets only he sold from a table located inside the doors of the game arena. It is also recommended that, a letter be sent to the PoCo Buckeroos giving them permission to sell the "Buckeroo" pull-tab lottery * tickets. PURPOSE/PROBLEM: This report has been prepared to provide information and a recommendation for consideration by the Parks Recreation Committee regarding a proposal received from the Port Coquitlam Buckeroos Junior Ilockey Club (hereinafter referred to as the "Buckeroos")to hang temporary advertising during "home" games and sell "pull tab & Ill'I Illf l.ottery" tickets. They had set-up a system of selling game sponsorships and then mentioning the sp onsoring business on the cable broadcast. However, the C.R.T.C. which controls community programming, quickly put an end to that process. Therefore, the Buckeroos are in a bit of a bind to get this phase of their fund-raising program off the ground. ALTERNATIVES: Since thi.s report has been prepared to respond to a request received from a local community organizati.on; the Parks and Recreation Committee can approve, re3ect, or approve the proposal with conditions. DISCUSSION/JUSTIPICATIONc outlined, the Buckeroos plan to hang temporary commercial advertising signs (approx 3' 5') above the arena seating area and around the ends of the rink surface on the outside of the wire mesh. In addition, one sign per game would be hung from the underside of the scoreboard. Please note that it is being prcposed to hang these signs before each game and take them down immediately after each game . The concept being explored is that when the cable television cameras scan the arena, the crowd, or the scoreclock, the game sponsors would realize a benefit (product/name recognition). As previously permitted temp orary adve rtising in the facility duri ng tournaments, etc. Our onl y concerns evolve around the Buck eroos request to hang signs o ne hour be fore game time. Buckeroos other request involves selling a "pull tab lottery" (coincidentally called the Buckeroo) during home games. They have received approval from the British Columbia Gaming Commission to sell these =ickets provided the Buckeroos obtain a letter of permission to sell the tickets at the arena from the City of Port Coquitlam. The prize structure in each 100 tickets is controlled by the Lotteries Branch and the profit would be kept by the Club. They are proposing to sell the tickets beginning one hour before game time and in the The arena lobby only. I am not aware of any public concern being raised over this issue and therefore would support the concept on a trial basis. However, I would propose the tickets be sold from a table inside the doors of the game arena and only during the Buckezoos rental time. It is suggested that tickets should not be sold in the arena bleachers CONCLUSION/SUMMARY: Port Coquitlam Buckeroos Junior Hockey team have requested permi ssion to hang temporary advertising signs and sell lottery tickets. After reviewing the request, it is being recommended that the Parks and Recreation Committee approve the request on a trial basis, with some conditions.
