However, certain other factors lead us to believe that tt is important for
not only your own Municipality but those of Coquitlam and Port Moady to
participate in the program. Our reasons for this are as follows:

a) A number of Municipalicies in close proximity to District
43 have either signed or announced their intention to sign
in the Partnership Agreement, thereby putting us at a
competitive disadvantage when attempting to attract new

business.

The major thrust is directed at the construction industry
which argueably has the biggest impact in Creating other
Opportunities in all sagmencts of the economy.

The package allows for numerous cost shared initiatives
such as:

up te 50 percent of the salary and operating costs of

a local economic development officer, to a maximum of
$25,000.00 per year;

up to 50 percent of the cost of market research
carried out to assist local economic development, to a

maximum of $5,000.00 per year;

up to 50 percent of the cost of special economic
development promotions such as the production of
promotional material, to a maximum of $5,000.00 per

approved project;

up to 50 percent of the cost of expenses for a local
volunteer economic development committee, to a maximum

of $1,000.00 per year;

d) Perhaps most importantly, we are concerned that such
projects as Commuter Rail, ALRT and other projects
unrelated to the Partners in Enterprise Program, but either
fully or partially funded Provincial/Municipal projects may
be affected by non~participation in the program.

Based on the above additional factors we wish to advise that our position
is one of support in respect of this program. We would hope that a
co-operative approach in dealing with the Provincial Government will allow
for discussions in respect of some of the concerns we all hold about the
program, and also discussions about other projects which will be of benefit
