City Engineer Penny Place Pump Statiou - Award of Tember (Public Works Commitiee Meeting of September 24, 1991) That the City of Port Coquitlam award the contract for the Penny Place Pump Station Project to Arctic Coast Construction Ltd. based on the tendered price of $382,632. At the July 22, 1991 Council Meeting Council approved the tendering of the Penny Place Pump « Station based on an estimated cost (for engineering and construction) of $526,000, There were five tenders received for the construction of the Penny Place Pump Station as noted in the attached memo from the Deputy City Engineer, dated September 24, 1991. The lowest tender that meets the City’s specification is from Arctic Coast Construction Ltd. based on a tendered price of $382,632. The bid from Tri-tech Industries Ltd. is not considered acceptable because an alternate was specified in the tender which does not meet the City’s requirements for pump capacity and control valves. At the July 22, 1991 Council Meeting Council asked for more information on the interconnection between the Citadel water pressure zone and the Mary Hill water pressure zone. In the long run, there could be two interconnections made between the Citadel and Mary Hill water pressure zones - one interconnection on Confederation Drive near Eastern Drive, and a second connection on Eastern Drive north of Klassen. Because of small size pipes within the Mary Hill pressure zone, this interconnection: can only supplement the fire flows and the domestic water flows in either pressure zone. Even with these interconnections, the Penny Place Pump Station is still required. The major benefit of these interconnections is that if either. the Penny Place Pump Station or the Citadel Pump Station is out of cormmission, the other pump station could at least provide some fire flows and limited domestic water pressure to both pressure zones.
