A Canadian Gonstitution designed to fit modern condi- tions, which while fully main- taining the constitutional guar- antees of national rights to French Canada, will meet the meeds of Canada as a modern industrial, sovereign state. A Bill of Rights to guarantee to the citizen freedom from arbi- trary arrest, freedom of the press, freedom of association and of speech. This program is one upon which the overwhelming major- ity of Canadians are already in full agreement. To achieve it requires: action—united action of all sections of labor and the peo- ple. The LPP will work with all its Strength to bring this unity into being. § For Peoples’ Coalition 4 hoe political perspective in Canada is one of sharpening conflict between the monopolists and the forces of labor and the people. The struggle between these two opposing camps—on foreign policy, on wages, on so- cial legislation — will determine the direction of - all Canada’s postwar policies, The King government, profit- ing by the absence of any strong labor representation in parlia- ment, to carry through the program of Big Business; it is More and - more finding common ground with the outspoken and aggres- Sive advocates of the policies of Toryism. This is most clearly reflected in the Dominion-Pro- wincial discussions, in which the King government and the Tories have found agreement in repeat- ed delay. This trend is power- fully reinformed by the strategic positions held by Toryism in the governments of Ontario and Quebec. The policies of Drew and Du- plessis combine rabid opposition to social reform, utilization of “anti-Communist” hysteria and, in the one case, reactionary im- perialist warmongering, in the is systematically moving ™ pee. Big Business-to resort to fascist repression against the people’s camp. Clearly, the offensive of mon- Opoly can be checked and rout- ed only by the united moye— ment of labor, the veterans, far- mers and urban middle-class people. People’s unity against pro-fascist reaction is the ur- gent, imperative need; and bold initiative and leadership by the labor movement is the prime condition for its achieyement. Labor-democratic unity in the last elections could have established a new type of government, a coalition of the progressive forces. Such unity would have secured far-reaching fains- for the people. It would have immeasurably enhanced the role and status of labor. It would have won important sec- tions of reform-minded voters, who have hitherto supported the policies of the old-line parties, for parliamentary cooperation with labor and allied progres- Sive forces. Such a development would have isolated the forces of Toryism. : The leadership of the CCE bears a heavy responsibility for preventing the establishment of Suche electoral unity. Failure to win effective labor representa- tien and the continued refusal of the CCE leadership to recog- nize the need for such a peo- ple’s coalition opened the way Dominion for the MWLiberal-Tory alliance which is now taking shape around foreign and domestic policies, A deep-going realignment of political forces to bring about an independent labor-farmer political movement is urgently necessary. Such a realignment can hait the reactionary trend of the foreign and domestic po- licies of the King government, can rally the growing forces of the trade unions, the farm groups and the progressive ur- ban middie classes for the win- ning of substantial reforms. By so doing the progressive forces can not only change the present disastrous course of Canadian government policy but can build a mighty people’s movement to elect the next government of ‘The Organizing Core’ TL organizing core and most consistently progressive of all these forces is the Canadian working class—in the AFL and CCL unions, the railway brother- hoods, among the newly indus- trialized workers of Quebec, among the unorganized masses. This is so because the workers united farmer-labor political ac- tion, for a people’s coalition, demands the achievement of concerted action by the CCF and LPP. fm accord with the policy of social-democracy in Europe and Britain, the CCE leaders give full support to the foreign pol- icy of King, lee, Truman and Att- which is that of Angio- “The IPP supports a national reconstruction program aimed to provide full employment and to protect Canad- ians from the devastating effects of economic crisis.” are the best organized of the anti-monopolist forces, and be— cause their conditions of exist- ence as wage-earners bring. them inte the sharpest opposi- tion to the policies of the mon- opolists—particularly now, when the whole struggle to determine the direction of Canada’s post- American imperialism; and they Give aid and comfort to the ‘camp of monopoly, by rejecting labor-democratic unity in the fight for progress. Labor has made a great contribution dur- ing the war years for victory over the fascist axis. With the victory achieved last year, our country is faced with the prob- lems of making that victory secure in terms of jobs, higher wages, higher standard of liv- ing, and above all, making the peace secure. The reactionary forces of our country have already exerted sufficient pressure and influ- ence upon the Dominion gov- ernment and won concessions in the form of reduced Excess Profits Tax, removal of price ceilings upon many articles en- abling them to receive higher profits than during the war, and have stubbornly obstruct- ed the efforts of labor to win higher wages. These same reactionary forces of Big Business are be- hind the policies of the King Government wth regard to sabotaging the efforts of the United Nations for world peace. The provocative anti- Soviet campaign cloaked with the Spy-scare, the support of the atom-bomb diplomacy di- rected against the peace of the world, and the appeasement policy towards fascist Franco regime, are all part of the campaign that would lead to a third world war and spell disaster for the people of Can- ada. Labor must play the leading role in the fight for a sane policy of world peace and se- curity and prosperity at home. In that fight, your paper, the Pacific Tribune, has given val- uable service and leadership. We pay tribute to the role your paper has played and ex- press the confidence in its con- tinued service in the interests of the Canadian people. The labor movement at the Coast has set an example of unity required to win jobs, better wages, homes for the returned servicemen and labor legisia- tion. We are confident the Pacific Tribune will continue to serve the cause of labor. 0 RN z PACIFIC TRIBUNE — PAGE 11 of jobs, homes, higher wages, so- Cial security—is being frustrated by the persistent refusal of the CCE teadership to join in a united people’s movement to ob- tain them. The Labor-Progressiye Party, the party of Marxism, dedicated to the struggle for Socialism in Canada, is inseparably part of the labor and people’s movement which will shape our country’s destiny. The LPP is the party of the working class, amone whom the Socialist idea is srow- ing and maturing, together with en ever deeper appreciation of Marxist policies, which are the scientific guide in the struggle for progress and for peace. True to the great tradition of our peoples, the LPP fights for. the democratic unity of French and English Canada. As a stauneh defender and builder of Canadian ~ democratic instiutions the LPP has no higher loyalty than the real interests of Can- ada’s people. These interests co- incide with those of all demo- cratic peoples, in their common striving for security and peace. As an advocate of a Canada at peace in a world of peace, the LPP enters upon the new Stage of’ the people’s movement with full confidence in the abil- ity of Canadians to solve ali the problems of the nation.
