Lea Consultants Ltd. be appointed as consulting engineers for the Coast Meridian Road and Prairie Avenue Road Reconstruction projects at an estimated cost of $96,925 including G.S.T. ‘That funding ($96,925 plus 15% contingency = $111,464) for the consulting engineering fees for both projects be taken from the 1992 Capital Budget for Public Works. DISCUSSION: Five consulting engineering companies were invited to submit proposals for the road reconstruction of Coast Meridian Road from Prairie to Salisbury and on Prairie Avenue from Rae to Cedar. All five submitted proposals and my technical and financial evaluations are attached. The five consultants were ranked very Close technically and four out of the five were ranked close in the financial evaluation. Based on my evaluation I recommend that N.D. Lea Consultants Ltd. be appointed as consulting engineers at their upset fee of $96,925 including G.S.T. for both road reconstruction projects. For budgeting purposes I recommend we budget for $111,464 which includes a 15% contingency over the consulting engineering fees. | One of the major strengths of the proposal selected was their recommendation of recycling and | reusing the existing asphalt and base of the roads combined with their use of life cycle costing - analysis for pavement needs. FINANCIAL The Coast Meridian Road reconstruction project is budgeted in the 1992 Public Works Capital Program. We have applied for a Provincial Government Cost Sharing Grant in the amount of $500,000 which is half the estimated project cost of $1,000,000. The other $500,000 will. be taken from DCC’s ($350,000) and Public Works Capital ($150,000). I spoke with Ron Grant from the Ministry of Municipal Affairs on Friday, March 13, 1992 and I have concluded that this will be one of the projects recommended through to the Minister for approval for '992 however, there are absolutely no guarantees or assurances associated with my discus _-~with him relating to the final approval of the grant. | The Prairie Avenue Road Reconstruction was included in the 1992 Capital W- — ‘rogram at a total cost of $400,000 which will be $200,000 from the Public Works Budget -00,000 from the future Riverwood Roads DCC Account. | PAGE
